Subject: Issuance of Mandatory Evacuation on Civilians in Jau, Yida and surrounding Areas.
Ladies and gentlemen,
This is to bring it to your immediate administrative attention that we are appalled and outraged by the recent sequences of awful event that had befallen the Ruweng territories and Unity State due to the overall insecurity inflicted by the Sudan Armed Forces military incursion on our lands and other rebellious insurgency in the Unity State. We found it imperatively as your administrative duty and powers to ensure that security and protection of our civil population including the currently internal displaced persons of Ruweng County to be evacuated to a more safer and secure locations within the county and their needs be met.
We urge your respective leaderships to strategize and plan contingent humanitarian programs in terms of foods, shelters, clean drinking water, and provision of security. We ask you to work in conjunction and coordination with the UNMISS in the Unity state in the facilitation of the mandatory evacuation of the affected internal displaced persons in Ruweng County to be relocated deep southward of the Panrieng County and their humanitarian needs and security be met and guaranteed practically. We find it risky and susceptible to see our civil populations living densely in border towns and surrounding villages more prone and vulnerable to the ongoing military hostility along the South-North border, therefore, we prefer and suggest that a mandatory evacuation be enforced in order to avoid the disastrous catastrophe and collateral damage that could be caused by the military confrontation in the County of Ruweng.
For instance, the IDPs from around Heglig, Panyang, Jau, Yida, and Bongki should be issued a mandated emergency evacuation temporarily at this hostile futility and volatility at South-North Sudan frontier conflict. We have no specific intelligence and information that prompted the Ruweng/Panaruu Diaspora to call for the mandatory evacuation of the civil populations in the aforementioned surrounding areas other than the concurrent insecurity and military hostility in Lake Jau and Yida. We are advising and advocating the evacuation because we consider it a battlefield.

We, therefore resolve that the following resolutions be acted upon by your respective leadership in mutual and cooperative solidarity. This is a matter of strategic preparedness in event of emergency management, readiness, and response to disastrous calamities.
1. In order to ensure the safety, security, and protection of our civil populations of Ruweng, we call upon the county commissioner of Ruweng counties, the Unity state governor , and Ruweng National Legislative Assembly Representatives/MPs to issue a mandatory evacuation of the civilians in the Ruweng county Payams such as Panyang, Bongki,, Jau, Yida, Heglig, Karasana, and Panrieng to relocate Southward deep in Ruweng South to avoid unpreparedness and emergency-disaster prior to any possible war brinksmanship in Ruweng in advance. We do presume Ruweng Counties in Unity State as a battlefield; therefore, we recommend strongly the prioritization evacuation of the civil populations from all the vulnerable aforementioned towns due to the troop buildings on both sides in Ruweng. We believe that these aforesaid towns are within the proximity periphery of the long-range missiles and aerial bombardment. Doing so would ensure the safety and security of civilians to avert any catastrophic disaster and collateral damages that may arise in the event of war.
2. And in order to strategize and strengthen the capacity for disaster management and risk mitigation in case the civilians maybe evacuated as recommended, it’s imperative that the planning for preparedness and response for humanitarian needs be put in place and readiness to reflects the actual needs from the would-be the internally displaced persons in Ruweng. This is a matter of strategic contemplation to save lives of civilians.
Once again, we recommend the Unity state governor , Ruweng National Legislative Assembly Representatives/MPs, Unity State Legislators, and county commissioners to coordinate and facilitate the mandatory and voluntary evacuations of the civil populations believe to be within the battleground and proximity of military installations in the areas along with collaboration and logistics of the South Sudan Rehabilitation Relief Commission (SSRRC) and other non-governmental, humanitarian agencies in South Sudan to prepare and plan the management of the disaster and humanitarian needs in advance and priority that may arise in this conflict. We apologize in advance in case this incitation of the mandatory evacuation may panicked the situation and flare unexpected blameworthy rebuttal from the official authorities due to psychological anxiety this early war-disaster-warning may inflicts in the minds of the citizens.

U.N: Sudan border fighting displaces over 400,000 people.
Posted: December 13, 2011 by PaanLuel Wël Media Ltd. in Junub SudanKHARTOUM (Reuters) – About 417,000 people have been displaced in Sudan’s border states of South Kordofan and Blue Nile as a result of ongoing fighting between the army and insurgents, the United Nations said on Tuesday.
Fighting broke out between Sudan’s army and SPLM-North rebels in June in South Kordofan which borders newly-independent South Sudan. Violence spread to the neighboring northern border state of Blue Nile in September.
About 82,000 people have fled both northern states to South Sudan or Ethiopia to escape fighting, U.N. officials told reporters in the capital Khartoum. Some 35,000 people from South Kordofan have fled to Khartoum to stay mostly with relatives.
The humanitarian situation was deteriorating, especially in areas controlled by the SPLM-North, as U.N. and aid agencies were still being denied access, said Peter de Clerq, U.N. Humanitarian Coordinator in Sudan.
“We have made many interventions with the government in terms of going back to South Kordofan and Blue Nile, so far we have not yet been successful in accomplishing that,” he said.
“We are in no position to verify the actual needs on the ground as we are simply not there…we have little information,” he said.
Sudan said it would continue to deny access, citing security reasons.
“The government cannot allow NGOs to these areas at least this time because the government cannot guarantee their safety. Still there is fighting…there is kidnapping,” said Mohammed Fadlallah, acting commissioner of the official Humanitarian Aid Commission (HAC).
He said Sudanese aid agencies were providing aid in government-controlled areas to where some displaced persons had been returning.
North and South Sudan regular trade accusations of supporting insurgencies on each other’s territory. Their armed forces clashed at Jau in a region claimed by both sides last week in a rare direct confrontation.
The two countries are already holding tense talks over issues such as oil and debt that have been unresolved since South Sudan seceded in July.

Salva Kiir Mayardit arrived in Washington D.C. on Monday 12th December 2011 afternoon. He is accompanied by a good number of national ministers and deputy ministers who are now present in Washington D.C. for the International Engagement Conference for South Sudan.

H.E Kiir is expected to address the opening session of the Conference on Wednesday December 14th, 2011 at Marriott Wardman Park Hotel in Washington D.C. Besides that, the USA Secretary of State Hilary Clinton will articulate to the conference the United States Government’s commitment to the success of South Sudan in meeting its development challenges.
The two-day International Engagement Conference for South Sudan will digest the strategic development priorities of the new state government and will highlight opportunities for engagement with private and public sector investors, that is, in concentration on the following:
- Development vision of the Republic of South Sudan
- Accountability, Transparency and Governance
- Integrated social service delivery
- Management of Oil Revenue

NAIROBI, 11 December 2011 – The President of the Republic H.E. Gen. Salva Kiir Mayardit and the accompanying delegation arrived in Nairobi today afternoon on his way to Washington DC to address a two-day international engagement conference on South Sudan scheduled for 14th – 15th December 2011.

The Conference will be hosted by the United States of America and is aimed to honour the new state and open a dialogue with the Government of South Sudan on development and investment. The conference will outline the strategic development priorities of the government and will highlight opportunities for engagement with private and public sector investors.

Posted: December 13, 2011 by PaanLuel Wël Media Ltd. in Junub SudanJuba – Eleven people have been killed in new attacks in South Sudan’s troubled Jonglei state, where nearly 40 people died in tribal violence last week, the state’s governor said on Monday.
Suspected rebels under the command of renegade general George Athor attacked Atar town, in Pigi county, killing nine people, while another raid cost the lives of two people in Kapat, near the state capital Bor, said Kuol Manyang.
Both of the attacks occurred on Sunday.
“There were three SPLA killed and six civilians, including one woman,” and three others wounded, Manyang told AFP, referring to South Sudan’s army, which has been battling an insurgency in Jonglei since last year.
“[The assailants] are thought to be the people of George Athor” fighting the people of Atar, who were trying to drive the rebels out of the area, he said.
“Two days earlier the rebels attacked another place near Atar… It appears they don’t have food so they are targeting the people and taking their cattle,” Manyang added.
Last month Athor vowed to keep fighting South Sudan’s new government after his demands for seats in the cabinet and nationwide elections were not met during secret talks with President Salva Kiir in Nairobi.
He first launched his bloody rebellion in April 2010 after claiming he was cheated in an election for the governorship of Jonglei state.
Amnesty offer
Kiir’s offer of amnesty to rebel groups shortly after South Sudan gained independence in July has succeeded in drawing some leaders back to the fold.
But Athor’s troops remain active in Jonglei, a state racked by inter-communal violence.
Manyang said the two people were killed in Kapat after raids allegedly carried out by the tribe of Murle on their Nuer rivals that left at least 37 people dead a week ago.
“The Murle came… they killed two of the cattle rearers, wounded one and took the cattle,” he said.
The United Nations raised the alarm in September over violent cattle raids and revenge attacks between the Murle and Lou Nuer in South Sudan’s largest state that have left around 1 000 dead since June.
The UN peacekeeping mission in South Sudan has warned the escalating violence threatened to engulf the fledgling nation, has urged both sides to rejoin peace talks due to be held this week in Jonglei.
