NAIROBI, Kenya — A U.S. satellite monitoring group said Friday that Sudan’s military is upgrading air bases near the border with South Sudan and building up air resources in what could be a precursor to a widened aerial bombing campaign.

The report came one day after officials accused Sudan of bombing a refugee camp in South Sudan, which became the world’s newest country only four months ago. The government of Khartoum denied Friday that there was even a camp housing northern Sudanese refugees who fled south for refuge, adding that its air force had not bombed any area of South Sudan.

Four bombs fell in and around a camp called Yida in Unity State. No casualties were reported, though one bomb landed on the grounds of a school while 300 students were in class. That bomb did not detonate.

The U.N. refugee agency on Friday condemned the bombing of the camp, and the U.S. called the attack abhorrent and outrageous. The U.S. demanded that Sudan halt aerial bombardments immediately. Another bombing in a separate area of South Sudan earlier this week killed seven people, according to South Sudan President Salva Kiir.

The U.N. human rights chief, meanwhile, called for an investigation into Thursday’s bombings. Navi Pillay said if it is established that an international crime or serious human rights violation occurred, then those responsible should face consequences.

“This latest attack risks aggravating what is already an extremely tense and dangerous situation,” she said.

Kiir said Thursday he fears the Khartoum-based Sudanese government intends to invade the south soon.

Sudan’s U.N. ambassador denied reports his country bombed areas of South Sudan, and the American ambassador says he’s a liar.

Sudanese Ambassador Daffa-Alla Elhag Ali Osman told journalists after a Security Council meeting on the matter Friday that the reports were “fabrications” and “there was no aerial bombardment.”

The United Nations’ U.N. Ambassador Susan Rice told journalists that the reports of bombing by Sudan along its border with South Sudan have been confirmed by U.N. officials. She said the Sudanese envoy “blatantly lied” to council members.

The Satellite Sentinel Project said satellite imagery appears to show the enhancement of two air bases Sudan seized in Kurmuk from rebels in Sudan’s Blue Nile State. The group says the images show three helicopter gunships and an Antonov, the plane witnesses said was used in Thursday’s bombing run of the Yida refugee camp.

The violence near the new border between Sudan and South Sudan is especially troubling given the history between the two. The black African tribes of South Sudan and the mainly Arab north battled two civil wars over more than five decades, and some 2 million died in the latest war, from 1983-2005.

A peace deal ended the war and South Sudan became its own country in July after a successful independence referendum. But there have been lingering disputes over border demarcation, oil-sharing revenues and all-out warfare between Sudan’s military or proxies and a military force inside Sudan that aligns itself politically and culturally with the south.

Sudan has accused the south of arming those groups, and taken that accusation to the U.N. Security Council. Kiir on Thursday denied that charge.

John Prendergast a Sudan activist and the co-founder of the Enough Project, said the airfield improvements suggest that Sudan will widen its aerial campaign in border areas of South Kordofan and Blue Nile in Sudan, as well as in South Sudan.

“If this buildup and bombing campaign isn’t countered aggressively by the international community, it appears likely that Khartoum’s actions will plunge Sudan even more deeply into internal war as well as ignite a full-scale war with South Sudan. This is threatening to explode into the largest conventional war on the face of the earth,” Prendergast said.

Omer Ismail, a policy adviser for the Enough Project, said the indiscriminate bombings of refugees fleeing war is a “grave” violation of international humanitarian law.

In the buildup to South Sudan’s January independence referendum and its July declaration as the world’s newest country, the U.S. had indicated it would consider easing economic sanctions against Sudan if it would allow the south to break free without interference. But talk of normalizing relations has subsided as Sudan has continued military maneuvers along the border.

Twice this week the U.S. strongly condemned bombardments by Sudan against South Sudan, and it urged South Sudan to exercise restraint to prevent the further escalation of hostilities. The U.S. also called on Sudan and the Sudan People’s Liberation Movement-North — the military movement in Sudan that aligns itself with South Sudan — to cease fighting and resume talks.

LAGOS, Nigeria (AP) — A newborn baby in Nigeria got added to a government payroll, earning about $150 for the last two or three years, a discovery indicative of the widespread corruption starving the oil-rich West African nation of much needed funds, authorities said Friday.

The baby was one of many so-called “ghost workers” found to be getting salaries without performing a job, said Garba Gajam, the attorney general of Zamfara state located in Nigeria’s arid and impoverished northwest.

The employee was listed as being 1-month-old in government records, but Gajam said the child’s father actually started collecting the salary before the baby was born. Records also show that the baby has a diploma.

Zamfara state has asked government workers to present their letters of employment and qualifications in a verification exercise meant to reverse a trend that has government workers giving fictitious jobs to family members to boost their pay checks.

“It’s at the local government level that this is most rampant,” said Gajam. “Leaving the local government with nothing to execute projects.”

The local government is responsible for maintaining roads, disposing of garbage and providing public transportation. But diversions of funds, such as to “ghost workers,” means the majority of Nigerians are left with virtually no services from their government.

Offenders in Zamfara state will have to refund all the money collected over the years and will also most likely be prosecuted, said Gajam.

But analysts say the trend cuts across the country.

“There is no state in Nigeria that doesn’t have ghost workers,” says Thompson Ayodele, director of Initiative for Public Policy Analysis in Lagos. “In this case, at least the baby is alive, what about the thousands of ghost workers who don’t even exist?”

“Ghost workers” collect salaries and eventually qualify for pensions as well. The money is actually paid into the accounts of the people who created the identities.

“(Government workers) even continue collecting the pensions of dead people,” says Ayodele who authored a book on the issue.

Eight people are standing trial at the moment for diverting pension funds using “nonexistent” persons, said Femi Babafemi, spokesman for Nigeria’s Economic and Financial Crimes Commission.

“Meanwhile, the real pensioners who earned these funds were left unattended to,” he said.

Nigeria, a top crude oil supplier to the U.S., has a long history of corruption, with one official once estimating the country has lost more than $380 billion to graft since gaining its independence from Britain in 1960. Corruption trickles down from politicians in the capital city of Abuja to the lowest police officer who shake down bribes at traffic checkpoints.

3.      The NCP should seek a peaceful solution to the conflict in Southern Kordofan and Southern Blue Nile.

4.      The NCP government should contact the government of South Sudan for any issues of mutual interest.

5.      The United Nations and the international community should immediately intervene to stop the repeated military aggression on the people of south Sudan.

6.      The United Nations should apply A- no-fly zone between the Republic of South Sudan and the Republic of Sudan.

On his way to Akon, President Kiir was warmly received in Wau where he held a closed security meeting with the authorities. During the meeting, the President was briefed on the security situation in the state.

After the meeting, President Kiir appreciated the efforts of the state leaders in facilitating development. He also appreciated the citizens of the state for electing him as president in the last general elections. President Kiir is expected to address the citizens of Western Bahr el Ghazal in two days’ time after returning from Akon.

South Sudan is not supporting any armed rebellion against Khartoum

JUBA, 10 November 2011 – The President of the Republic of South Sudan H.E Saliva Kiir Mayardit has asserted that the Republic of the South Sudan is not and will not support any armed opposition groups fighting against the government of the Republic of the Sudan in an attempt to undermine or destabilize the National Congress Party led government.

The Khartoum government has been fighting with rebels opposed to it in the three areas of Darfur, South Kordufan and Southern Blue Nile with Khartoum accusing Sudan People’s Liberation Movement (SPLM) of supporting the armed groups in these areas.
Speaking to the media in his office in Juba today, President Kiir said the recent accusations by Khartoum in the media as well as its complaint to the UN Security Council against the Republic of South Sudan of supporting rebels and harboring rebels opposed to it are baseless, malicious and unfounded. President Kiir said South Sudan is not fighting the Khartoum government either directly or by proxy.
President Kiir said the allegations that his government has been moving forces and arms from Yafta to Wadaga are totally untrue. He said practically mobility in these areas during the rainy seasons is not possible as there are no roads. “President Bashir has been president of the Sudan for very many years, how many roads did he build in these areas to allow easy movement”, he asked.
He further said that claims that the opposition forces that fled Sali area in Blue Nile have been received and are being hosted by the Republic of South Sudan is totally unfounded. He said the persons who fled the scene of the fighting in the areas bordering the Republic of South Sudan and reached Renk safely are legitimate civilians about 1000 in number. He said the international community can go there and verify the facts. He also appealed for humanitarian assistance for these needy people.

President Kiir explained that the Republic of Sudan is a member of the United Nations but is threatening the sovereignty of South Sudan through military invasion. He said this is a grave concern and contradicts the spirit of the Comprehensive Peace Agreement (CPA). He called on the UNMISS and the Security Council to take note of this fact.
President Kiir said the claims Khartoum is leveling against South Sudan are nothing but an attempt to invade the Republic of South Sudan. “The accusations by Khartoum against South Sudan are to mask their own activities in support of the armed dissident groups that are fighting its proxy wars against the Republic of South Sudan”, said President Kiir. He further asserted that Khartoum’s proxy wars against South Sudan started way back in 2006 when militia generals like Gabriel Tanginya, Mabor Dhoul and others supported by Khartoum attacked and devastated Malakal. He said this was followed by the subsequent attacks in Northern Bahr el Ghazal State and again on the 24th February 2009 Gabriel Tanginya attacked Malakal leaving scores dead.
President Kiir said that Khartoum remains opposed to any attempts to demarcate the borders between the two states. He mentioned that this act of Khartoum is justified by their illegal occupation of Abyei since May and subsequently refusing to withdraw its troops as required by the UN Security Council. He said this attitude by Khartoum represents a potential threat to international peace and security in the region.
He further said President Bashir’s remarks after capturing Kurmuk town from the SPLM/A Northern Sector was offensive against the government of the Republic of South Sudan. He said the President was quoted as saying that “it was a mistake to hand over South Sudan, that is, an Arab land, to Africans and that he will recapture and reunite it with Sudan for good”. President Kiir also said that President Bashir was quoted to have asserted that there will be no other “Naivasaha”.
President Kiir said that his position is always the same and clear that the Republic of South Sudan under his leadership will not accept the option of war as a means of solving disputes. He said he believes in the viability of the two states economically and security wise, living side by side as sister countries in peace and prosperity and in the spirit of the CPA. He, however, asserted that any attempt by the government of the Sudan to destabilize the Republic of South Sudan will not be tolerated.
