Sudan Armed Forces Reclaim Territory; Reiterates Commitment to Peace

WASHINGTON, April 20, 2012 — After 10 days of uncalled for aggression and occupation of Sudan’s territory condemned world wide, the SPLA has been decisively defeated and routed from Heglig. Invoking Sudan’s sovereignty and inalienable right to self-defense, the Sudan Armed Forces (SAF) confronted and swiftly forced the SPLA out of a territory that remains indisputably Sudanese.

Sudan expresses gratitude to those who stood in solidarity with the citizens and Army through this period of unwarranted provocations. Appreciations are also extended to those members of the international community who promptly condemned the aggressors and demanded their immediate and unconditional withdrawal. The fact that these calls were not heeded and ultimately ignored by South Sudan was what left the Sudan Armed Forces with little choice but to resort to armed measures. It’s also regrettable that some members of the international community took a very soft stance towards South Sudan even going as far as to call for imposing sanctions on Sudan, a fact that only further emboldened the aggressor who even as late as yesterday remained defiant.

The government of South Sudan must be held responsible for the lives lost and damage caused to the infrastructure, the undeniable and direct consequence of its reckless actions. It is now upon those who purport to carry the banner of justice to hold south Sudan to account so that it learns such heinous actions are not without repercussions.

Sudan reemphasizes its desire for peace and genuine interest in forging peaceful relations with its neighbors and the international community. Our response was purely in self defense to an aggression, and did not go an iota beyond that objective. And history will attest to the fact that Sudan has never been an aggressor nor has it ever tolerated unsolicited aggression.

SSCSE 2011 exam results out

JUBA, 20 April 2012 – The results of the South Sudan Certificate of Secondary Education (SSCSE) Examinations, 2011 have been released.

Releasing the results today, the Ministry of General Education and Instruction said that there is general improvement in the performance with 67% scoring at least a C- compared to 2010 when only 34% attained a similar score.

Geography is the best performed subject with 71.3% attaining C-. The worst performed subject is Maths in which only 9.25% obtained C-. The most improved subject is English in which 60.5% of the candidates scored C- compared to 36.9% in 2010.

The results of two schools were withheld pending investigations into alleged examination malpractices.

Out of the 968 candidates who registered for the exams, 588 passed with a mean score of C-. Unfortunately, 88 of the registered candidates did not take the exams.

Sudan and South Sudan both claimed to be in control of a contested oil town near the countries’ ill-defined border on Friday after the south said it was withdrawing its troops to avert a return to war.

Last week, South Sudanese troops took over the border town of Heglig, which they call Panthou, sending Sudanese troops fleeing and sparking condemnation from the U.N., America and Britain. This time, Sudan sent South Sudanese in headlong flight, Sudanese officials said.

Facing international condemnation, the spokesman for South Sudan’s President Salva Kiir announced Friday that the south would withdraw its forces within three days but still believes that the town of Heglig is a part of South Sudan. Kiir said he expects its final status to be determined by international arbitration.

The announcement from Kiir was followed by a statement from Sudanese Minister for National Defence Abdel-Rahim Hussein that his country’s forces had defeated South Sudan’s forces in Heglig and driven them out of the city.

“Your victorious Armed Forces have managed to liberate Heglig city by force from the remnants of the South Sudan army and its mercenaries,” he said in a statement carried by Sudan official news agency. “Your armed forces have entered at 2:20 p.m. and held Friday prayers inside the city.”

Daffa-Alla Elhag Ali Osman, Sudan’s ambassador to the U.N., also told reporters that Sudanese forces “chased out the aggressors from Heglig.”

But late Friday, South Sudan’s U.N. envoy told reporters at U.N. headquarters in New York that “the forces of the Republic of South Sudan are still in Heglig, in full control of Heglig as we speak.”

Ambassador Agnes Oswaha said “journalists and observers and international monitors are highly welcome to Panthou to get a proof of who is there.”

“If my forces were not there, why would I give a three-day … schedule for withdrawal? I would have said I have withdrawn,” she said.

Oswaha said the withdrawal “is a sign of our commitment to peace and to dialogue and to continue with the negotiations,” adding that Kiir is ready to hold the summit that was cancelled by Sudan’s President Omar Al-Bashir.

The two countries were on the brink of all-out war this week.

Al-Bashir on Wednesday threatened to topple the South Sudan government after accusing the south of trying to take down his Khartoum-based government. Al-Bashir continued his hardline rhetoric on Thursday in an address to a “popular defence” brigade headed to the Heglig area.

South Sudan broke away from Sudan last year after an independence vote, the culmination of a 2005 peace treaty that ended decades of war that killed more than 2 million people. Despite the treaty, violence between the two countries has been on the rise, in part because the sides never agreed on the where the border lies, nor how to share oil revenues from the border region.

The U.S. welcomed the decision by South Sudan to withdraw its forces.

“In parallel, we’re also calling on the government of Sudan, as we have regularly, to halt their own cross-border attacks, particularly the provocative aerial bombardments, so that we can get back to a place where these two sides are working together,” U.S. State Department spokeswoman Victoria Nuland told reporters in Washington.

Military aircraft from Sudan have been bombing the border area and into territory that is clearly South Sudan’s.

U.N. Secretary-General Ban Ki-moon took note of South Sudan’s withdrawal announcement and urged the governments of the south and north to resume negotiations immediately under the auspices of the African Union’s high-level panel, U.N. deputy spokesman Eduardo del Buey said.

In Thursday’s ceremony in Khartoum, some 2,300 fighters from the volunteer Popular Defence Brigades, known as “mujahedeen,” or “holy warriors” pledged their loyalty to al-Bashir before being sent to fight the South Sudanese, according to the state news agency SUNA. It was not clear if they participated in any fighting at Heglig.

Osman, Sudan’s U.N. ambassador, said Sudan wants peace, will not cross the border into South Sudan and is ready to negotiate with its southern neighbour provided that the government in Juba “comes to its senses.”

The increased hostilities had world leaders concerned about a return to war. The Arab League on Thursday announced an emergency session next week to discuss the crisis, while U.N. Secretary-General Ban Ki-moon urged the sides to negotiate.

Ban on Thursday called on South Sudan to immediately withdraw from Heglig area, saying the invasion was “an infringement on the sovereignty of Sudan and a clearly illegal act.” He called on the government of Sudan to immediately stop shelling and bombing South Sudanese territory and withdraw its forces from disputed territories, including Abyei.

South Sudan’s announcement on Friday comes only days after a visit to South Sudan’s capital by Princeton Lyman, the U.S. special envoy to Sudan and South Sudan. Lyman told Kiir and other southern leaders there was a “unanimous” negative international reaction to South Sudan’s push into Heglig and said the world community was discussing imposing sanctions in response to the military manoeuvr. Last year, troops from Sudan moved into Abyei and forced southern troops out of it. The south though, still believes Abyei is its territory. Benjamin, the spokesman for the south’s government, said that the withdrawal from Heglig is similar: South Sudan believes it owns the land but is still withdrawing to de-escalate tensions.

Sudan declares “liberation” of Heglig as Juba announces SPLA pullout


April 20, 2012 (JUBA-KHARTOUM) – Sudan announced on Friday that its armed forces had defeated South Sudan’s army and regained full control of the oil-producing region of Heglig, shortly after Juba announced an immediate withdrawal of its army.

South Sudan’s information and media minister, Barnaba Marial Benjamin, on Friday told reporters in Juba that the country’s president, Salva Kiir Mayardit, had ordered the immediate withdrawal of the Sudan People’s Liberation Army (SPLA) from Heglig.

“The Republic of South Sudan announces that SPLA troops have been ordered to withdraw from Panthou (Heglig),” Benjamin said.

“An orderly withdrawal will commence immediately, and shall be completed within three days,” he added.

Shortly after South Sudan’s announcement, Sudan’s defense minister Abdel Rahim, Mohamed Hussien appeared on state television to declare the liberation of Heglig.

Hussein said that Sudan’s army (SAF) liberated the area after defeating SPLA forces.

Heglig was occupied by the SPLA last week, leading to the worst standoff between Sudan and South Sudan since the latter seceded last year.

The outbreak of military confrontations followed months of failed negotiations between Khartoum and Juba over border demarcation, citizenship and oil exports.

Uganda warns Sudan over attacking Juba

IN SUMMARY: We shall intervene. Army chief Gen. Aronda says reports that LRA rebels have made contact with Khartoum, coupled with lessons from the past, will push Kampala to pull the trigger.

The Chief of Defence Forces, Gen. Aronda Nyakairima, has said Uganda will be forced to intervene if the fighting between South Sudan and Sudan escalates into a full-scale war.

Gen. Aronda said the UPDF also has intelligence information that Khartoum was “again making contacts” with the Lord’s Resistance Army rebels, whom he said have moved towards Bahr-el- Gazel.

“We will not sit by and do nothing. We will be involved having suffered a proxy war by Khartoum. Our people in northern Uganda suffered and intelligence information also indicates that the LRA, who have an estimated 200 guns, are again in contact with Khartoum,” he said.

Gen. Aronda was on Wednesday night presenting a paper on the role of African militaries in promoting peace and security in East Africa and the Horn of Africa to a meeting of military generals and other security experts from Kenya, Uganda and Ethiopia in Kampala.

His comments appeared to confirm previously unverified reports that the militaries of some Great Lakes region countries have been mobilised in preparation for what could turn out to be Africa’s next war, this time pitting parts of Black Africa against a Khartoum-led Arab coalition.

There are security reports saying the LRA, who were previously hiding in the forests of Obo, Central African Republic, have moved to Northern CAR near the Sudan border, sparking fears that the Ugandan rebels could be about to be re-injected into a conflict which for decades had Uganda and the Islamic regime locked in mortal proxy combat.

Gen. Aronda told his colleagues from Kenya and Ethiopia to come up with a position on the fighting which has broken out between the two countries.

South Sudan is Uganda’s biggest export trading partner and if the fighting escalates to all-out warfare, the country is likely to lose billions of dollars and contend with another humanitarian crisis as refugees stream across the northern frontier.

The bilateral trade between Uganda and South Sudan is highly asymmetric with the volume of exports from Uganda being disproportionately larger than the volume of exports from Sudan to Uganda and largely informal.

There is also flourishing informal trading between communities across the borders.

Gen. Aronda called for an urgent meeting of the Inter-governmental Authority on Development (IGAD), which brings together eight eastern African countries to discuss the fighting that is taking place along the shared border around the oil town of Heglig, which South Sudanese troops captured last week.

The two-day security meeting organised by Advocates Coalition for Development and Environment (ACODE) and International Development Association (IDA) discussed fragility of the security situation in the Horn of Africa.

When asked whether Uganda would be involved militarily, the UPDF spokesperson, Col. Felix Kulayigye, said: “I don’t want to speculate but as a member of IGAD, we shall not sit and watch the Comprehensive Peace Agreement being reversed.”

In 2005, Khartoum signed onto the precursor to Southern Sudan’s independence, the CPA, with the then rebel Sudanese People’s Liberation Army, bringing to an end a conflict which had sucked in Uganda whose northern territories became a proxy fighting field between UPDF and the LRA.

Gen. Aronda’s comments coincide with threats by the Sudanese president Omar al-Bashir to topple the South Sudan government in Juba and “liberate” the south Sudanese.

But hours after Bashir’s threats, Juba announced they had captured another town near the border with the northern neighbour.

The army spokesman, Col. Philip Aguer, said their troops fought off a huge SAF invasion targeting Western Bahr-el-Ghazel State, eventually capturing a spot that SAF has long held in Rajab County in the state.
However, Juba said it was ready for talks with Sudan.

Information minister, Dr Barnaba Marial Benjamin said in statement that they want SAF to withdraw from Abyei, cessation of hostilities, deployment of UN troops as some of the conditions that would enable the southern troops to withdraw from Heglig.

Enemy state
The northern state’s parliament was quick to brand its southern neighbour an “enemy” on Tuesday and called for the swift recapture of the region.

The former deputy Kenyan chief of defence forces, Lt. Gen. John Koech, yesterday told Daily Monitor that the UN has to create a buffer zone to restrain the two countries from engaging in a bloody war.

President Museveni recently told European Union delegates during a meeting at State House in Entebbe that Arab chauvinism is the cause of animosity between the two countries and the marginalisation of people in Nuba, Darfur, Blue Nile and Kordofan states.

Background 
The frosty relationship between Uganda and Khartoum in the past years, was largely placed on accusations and counter-accusations between the two states. Whereas Uganda accused Khartoum of backing the Lord’s Resistance Army led by Joseph Kony that wreaked havoc in the north, Sudan on the other hand said Kampala was backing then rebel outfit SPLA, which was fighting for independence of the South. It was the initiation of the CPA, repulsion of LRA and ultimate independence of the South that provided some respite.

Uganda says would back South Sudan in any Sudan war

KAMPALA, April 20 (Reuters) – Uganda’s top military official said the country would back its newly-independent northern neighbour South Sudan if it went to war with Sudan, a newspaper quoted him as saying on Friday.

Escalating violence since South Sudan separated from the rest of Sudan last July under the terms of a 2005 peace deal has raised fears a war may break out between the two long-time foes.
Last week, South Sudan seized Heglig, a disputed oilfield, claiming it as its rightful territory and saying it would only withdraw if the United Nations deployed a neutral force there.
“We will not sit by and do nothing. We will be involved having suffered a proxy war by Khartoum,” the Daily Monitor quoted General Aronda Nyakairima, Uganda’s Chief of Defence Forces (CDF), as saying.
The Daily Monitor said Nyakairima made the remarks at a meeting of regional military chiefs in the capital Kampala on Wednesday night.
Felix Kulayigye, the Ugandan army spokesman, confirmed Nyakairima made the remarks reported in the Daily Monitor.
“Our people in northern Uganda suffered and intelligence information also indicates that the LRA, who have an estimated 200 guns, are again in contact with Khartoum,” Nyakairima said.
He was referring to Joseph Kony’s Lord’s Resistance Army (LRA), a Ugandan rebel group notorious for their penchant for grisly violence including hacking limbs off victims and use of young boys and girls as fighters and sex slaves.
Uganda has accused the Khartoum government in the past of supporting the group, which now roams a remote jungle straddling Central African Republic, South Sudan and the Democratic Republic of Congo.
The LRA waged a war against the government in northern Uganda for nearly 20 years before it was ejected in 2005.
An African Union (AU) backed 5000-strong force has been launched to hunt down Kony, whose notoriety has gained worldwide attention after a video about him made by a U.S. charity was posted on YouTube and viewed by tens of millions of people.
On Thursday, Sudan’s President Omar Hassan al-Bashir vowed to teach South Sudan a “final lesson by force” after it occupied the disputed oil field.

KAMPALA, Uganda — Uganda has threatened to intervene if Sudan invades South Sudan, the head of Uganda’s army said, as a conflict over an oil-rich border area threatens to escalate into a wider regional war.

Uganda was a strong ally of South Sudan throughout its 20-year battle for independence, and shares a border with the newly-independent nation. It has also long accused Sudan of backing the Lord’s Resistance Army, a renegade group led by Joseph Kony that staged a 20-year insurgency in northern Uganda before fleeing the region in 2005.

“We will be involved, having suffered a proxy war by Khartoum,” General Aronda Nyakairima said at a meeting of senior regional military officials in Kampala.

Aronda’s comments came after Sudan’s President Omar al-Bashir threatened to invade the capital of South Sudan, Juba, and topple its government. Armies of the two countries are now engaged on at least three fronts, including the disputed oil hub of Heglig, which was captured by South Sudan last week. Heavy casualties have been reported on both sides.

Aronda also urged Kenya and Ethiopia, both of which also share borders with South Sudan, to state their position on the fighting there.

There was no immediate reaction from Sudan.

Last month, a Sudanese presidential advisor warned that Sudan was “running out of patience” with Uganda over its support for Rebels of Sudan People’s Liberation Movement-North, who operate in Sudan’s border state of South Kordofan.

Uganda dismissed these accusations.

Military analysts say that the involvement of Uganda could tilt the war in South Sudan’s favor, because Uganda has a robust air force. Last year, Uganda acquired eight Russian Sukhoi Su-30 fighter jets which it could deploy to pop up South Sudan, according to Ugandan intelligence.

“With an air force, South Sudan will be adequately equipped to deal with Sudan’s aggression,” said a Joram Ruranga, a military analyst in Kampala.

Analysts believe that the conflict will keep escalating as long as South Sudan holds on to Heglig.

“It is unclear who would win a full-scale war, as the balance of forces remains murky,” said Boston University Prof. Michael Woldemariam, whose studies focus on international security and African politics. “This uncertainty greatly increases the prospect of full-scale war, since both sides have reason to believe that they can succeed.”

Both Sudan and the South are reliant on their oil revenues, which account for 98% of South Sudan’s budget. But the two countries cannot agree how to divide the oil wealth of the former united state. South Sudan’s President Salva Kiir has ordered the withdrawal of his troops from the Heglig oil field across the border in Sudan.

South Sudanese forces captured the oil field last week, accusing Khartoum of using it as a base to launch attacks.

UN chief Ban Ki-moon has described the occupation as illegal and also called on Sudan to stop bombing the South.

Khartoum claimed later on Friday that Sudanese forces had retaken the main town in Heglig after “a fierce battle”.

“Sudan’s armed forces… entered Heglig today at 14:20 (11:20 GMT),” Sudanese Defence Minister Abdelrahim Mohammed Hussein announced on state TV.

South Sudan has so far made no public comments on Khartoum’s claim.

The escalating fighting and rhetoric between the two sides over the past week has led to fears of all-out war.

South Sudan seceded last July following a 2005 peace deal that ended a brutal two-decade civil war in which more than 1.5 million people died.

On Thursday, South Sudan issued a statement saying it was not interested in war with its northern neighbour and that it would only withdraw from Heglig if the UN deployed monitors there.

Sudanese President Omar al-Bashir had earlier threatened to bring down the government in Juba following the loss of Heglig, which provided more than half of Sudan’s oil.

“An orderly withdrawal will commence immediately and shall be completed within three days,” AFP news agency quotes a presidential statement as saying.

Mr Kiir said the South still believed that Heglig was a part of South Sudan and that its final status should be determined by international arbitration, Associated Press reported.

Heglig is internationally accepted to be part of Sudanese territory – although the precise border is yet to be demarcated.

In the latest of intense diplomatic efforts to prevent a wider conflict, US special envoy Princeton Lyman visited Khartoum on Thursday.

The regional body Igad, which mediated the 2005 peace deal, expressed “grave concern about the escalating conflict” and said it would “extend all possible assistance to maintain peace and stability”.

Uganda, a close ally of South Sudan, also indicated it might become involved if the fighting became a full-scale war.

“We will not sit by and do nothing,” Ugandan military chief Gen Aronda Nyakairima was quoted by Uganda’s private Daily Monitor newspaper as saying.

A Ugandan army spokesman told the BBC that diplomacy would be exhausted before any military action was ever considered.

During Sudan’s civil conflict, Uganda accused the Khartoum government of supporting the Lord’s Resistance Army, which was fighting in northern Uganda.

Uganda backed the South Sudanese rebels during the civil war and now has extensive economic interests in the newly independent country.

The LRA, led by Joseph Kony, who has been subject of a recent viral online campaign highlighting his activities, now roam the jungles of Central African Republic, South Sudan and the Democratic Republic of Congo.

“We will be involved having suffered a proxy war by Khartoum,” Gen Nyakairima told the Daily Monitor.

“Our people in northern Uganda suffered and intelligence information also indicates that the LRA, who have an estimated 200 guns, are again in contact with Khartoum,” he said.

The announcement from President Salva Kiir said the south still believes that the town of Heglig is a part of South Sudan. Kiir said he expects its final status to be determined by international arbitration.

South Sudanese troops moved into and took over Heglig last week, sparking condemnation from the U.N.U.S.and Britain and the threat of sanctions.

The offensive sent Sudanese troops fleeing, and Sudan’s president greatly increased threatening war rhetoric toward the south in the last few days.

South Sudan broke away from Sudan last year after an independence vote, the culmination of a 2005 peace treaty that ended decades of war. Despite the treaty, violence between the two countries has been on the rise, in part because the sides never agreed on the where the border lies, nor how to share oil revenues from the border region.

In the presidential statement he read, South Sudan government spokesman Barnaba Marial Benjamin referred to Heglig by the name the south calls it — Panthou. Military spokesman Col. Philip Aguer said the withdrawal would be completed within three days.

“It doesn’t mean we are abandoning the area. If our territory is being occupied we will not wait for the international community,” Aguer said. The southern military, known as the SPLA, “will be there to react to any incursions and react of bombardment doesn’t stop.”

Military aircraft from Sudan have been bombing the border area and into territory that is clearly South Sudan’s.

The increased hostilities between two regions that fought decades’ worth of civil war has world leaders concerned about a return to war. The Arab League on Thursday announced an emergency session next week to discuss the crisis, while U.N. Secretary-General Ban Ki-moon urged the sides to step back from the brink of war and return to the negotiating table.

Ban on Thursday called on South Sudan to immediately withdraw from Heglig area, calling the invasion “an infringement on the sovereignty of Sudan and a clearly illegal act.” He called on the government of Sudan to immediately stop shelling and bombing South Sudanese territory and withdraw its forces from disputed territories including Abyei.

South Sudan’s announcement on Friday comes only days after a visit to South Sudan’s capital by Princeton Lyman, the U.S. special envoy to Sudan and South Sudan. Lyman underscored in a meeting with Kiir and other southern leaders what he called the “unanimous” international reaction to South Sudan’s push into Heglig.

Lyman said the world community was discussing imposing sanctions in response to the military maneuver. The meeting in Juba between Lyman and Kiir was attended by Britain’s representative to South Sudan, Alastair McPhail.

“We hope that the withdrawal will be orderly and both sides will refrain from further military action and return to the negotiating table and pursue territorial claims at the negotiation,” McPhail said.

Last year troops from Sudan moved into the disputed area of Abyei and forced southern troops out of it. The south though, still believes Abyei is its territory. Benjamin said that the withdrawal from Heglig is similar: South Sudan believes it owns the land but is still withdrawing, a move that de-escalates tensions.

(CNN) — South Sudan plans to withdraw troops from a disputed oil region it seized last week in a move that escalated tensions and fears of a return to war with neighboring Sudan.

The withdrawal from Heglig will occur in three days, said Barnaba Marial Benjamin, a South Sudan government spokesman.

Sudan claims Heglig’s oil fields, which account for about half of the nation’s oil production, and Sudanese President Omar al-Bashir had vowed to “never give up” the disputed region.

“And we have said it before, whoever extends his hand toward Sudan, we will cut it off,” he said Thursday before South Sudan announced it would withdraw. “If they do not understand, we will make them get it by force.”

South Sudan’s seizure of the region led to intensified border clashes and threats between the two nations as the international community feared they were sliding toward another war.

“The last thing the people of these two countries need is another war — a war that could claim countless lives, destroy hope and ruin the prospects of peace and stability and prosperity of all Sudanese people,” U.N. Secretary-General Ban Ki-moon said.

Both sides fought a civil war for two decades that led to about 2 million deaths.

South Sudan split from the government in the north in July, officially breaking Africa’s largest nation into two, the result of a referendum last year overwhelmingly approved by voters.

The referendum was part of a 2005 peace deal that ended the civil war that pit a government dominated by Arab Muslims in the north against black Christians and animists in the south.

Tensions run deep between the two nations, which have outstanding issues despite their divorce last year.

When they separated, South Sudan acquired three quarters of Sudan’s oil reserves. The two countries have been locked in negotiations about how much the landlocked South Sudan should pay to use a pipeline and processing facilities in the north.

Other outstanding issues remain since secession, including the status of citizens of both countries who find themselves living on either side of the world’s newest international border. The fate of disputed border areas are also a point of contention.

China, which has invested heavily Sudan’s oil industry, also argued for calm and respect for each other’s sovereignty.

Princeton Lyman, the U.S. special envoy for Sudan and South Sudan, visited both countries recently to meet government officials.

There is “an enormous amount of very emotional, very powerful rhetoric coming from here in Khartoum raising the stakes in many ways and that’s worrisome in and of itself,” Lyman said Thursday.

But he said that based on the discussions he’d had with both sides, it was clear they did not want to return to war.

As long-simmering tensions soar, rights group are warning of deteriorating humanitarian conditions.

“The deteriorating situation right now is making the overall humanitarian issues very challenging,” said Alex Neve, secretary-general of Amnesty International Canada.

Neve, who is in the South Sudan capital of Juba, said supply lines at refugee camps have been cut off and failure to get key supplies before the rains will lead to a humanitarian crisis.

South Sudan has said it will withdraw troops from an oil-rich area it seized last week that is also claimed by Sudan, easing tensions with its former civil war foe and fears of a return to all-out war.

Reading a statement from South Sudan President Salva Kiir, government spokesman Barnaba Marial Benjamin announced the pullout of South Sudan‘s army — the SPLA — from the Heglig area on Friday.

Called Panthou by South Sudan, the Heglig oil field produces half of Sudan’s oil, and the international community has repeatedly called for South Sudan to withdraw as war rhetoric from Sudan has mounted.

“In conformity with the U.N. Security Council presidential statement, and in response to appeals by world leaders and to create an environment for the resumption of dialogue with Sudan, the Republic of South Sudan announces that SPLA troops have been ordered to withdraw from Panthou-Heglig,” said Benjamin. “An orderly withdrawal will commence immediately and shall be completed within three days.”But Benjamin said that South Sudan’s pullout did not mean it had given up its claims to Heglig or other contested areas along the oil-rich border that has yet to be defined following southern independence in July.

He said that South Sudan expected the status of these areas to be determined by international arbitration and for Sudan to cease hostilities.

“In addition, the Republic of South Sudan calls on Sudan to immediately desist from air bombardments and ground incursions into the territory of the Republic of South Sudan,” Benjamin said.

Benjamin also called on the international community to play a bigger role in resolving the outstanding issues between the two nations.  The issues include how to share vast oil revenues on which both sides are heavily reliant, and divide oil-rich territory along the border.

African Union-led talks over the last nine months collapsed when border fighting started on April 1.  South Sudan has said it is willing to return to negotiations if the international community gives the talks more support.

The South has said it would react if Sudan carried out threats from President Omar al-Bashir to advance and crush the southern government like an “insect.”

But while the South said that its withdrawal from Heglig was not a defeat, Sudan claimed Heglig as a military victory — a sign that the two sides are still closer to war than peace.

An international tribunal redefined the borders of a disputed oil-rich region between north and south Sudan on Wednesday. The ruling seeks to defuse a thorny issue in the 2005 peace agreement ending one of Africa’s longest civil wars by splitting the contested zone between the two sides.

In its ruling, the tribunal, seated at the Permanent Court of Arbitration in The Hague, overruled a decision by an international commission that Sudan’s government rejected four years ago.

The new ruling includes important concessions for both sides, giving the government in the north control of the region’s richest oil fields, but consolidating control of the remaining region under the Ngok Dinka, an ethnic group loyal to southern Sudan and likely to vote to join it in a coming referendum.

Both sides in the conflict — President Omar Hassan al-Bashir’s government in the north, and the Sudan People’s Liberation Movement, which controls the semiautonomous south — said Wednesday that they would accept the ruling, which was hailed by representatives of the United States, the European Union and the United Nations.

“Both parties have agreed that this question is now settled,” the United Nations special representative in Sudan, Ashraf Qazi, said Wednesday in a statement from the contested region, known as Abyei.

The ruling removes a major roadblock to a 2011 referendum on self-determination for the south, the final stage of a six-year peace agreement that stopped the war between the north and the south in 2005, after more than two decades of fighting.

Redrawing the borders of the region, the ruling gives the north uncontested rights to rich oil deposits like the Heglig oil field, which had previously been placed within Abyei.

But the decision leaves at least one oil field in Abyei and gives a symbolic victory to the Ngok Dinka, affirming their claims to the heartland of the fertile region.

“Who controls Abyei has taken on a symbolic importance beyond the traditional tensions over oil,” said Colin Thomas-Jensen, an analyst on Sudan with the Enough Project, a group that aims to stop genocide. “If the two sides can’t make Abyei work, the risk rises that the north and south will go back to war.”

The largely Muslim Arab north and the largely Christian and animist south have fought two civil wars since Sudan’s independence in 1956, the most recent lasting more than 20 years. An estimated two million people were killed and some four million displaced in the two decades before the 2005 treaty.

Abyei became a microcosm of the larger issues dividing the north and the south. Two sets of ethnic groups — the Muslim Arab Misseriya loyal to the government, and the largely animist and Christian Ngok Dinka — live in the area. It is rich in oil and sits on the border between the north and the south, an area with many other places that remain under contention and were not settled by Wednesday’s ruling.

Recent disputes over the region led to a May 2008 battle in which most of the town of Abyei was burned to the ground and 50,000 residents were forced to flee. After that flare-up, the north and the south agreed to bring the question of Abyei’s borders to the arbitration panel in The Hague.

By tightening the borders of Abyei and effectively placing many of its Misseriya Arab residents in northern territory, the ruling makes it far more likely that the region will vote to join southern Sudan in a 2011 referendum on its final status, experts said. In a separate referendum, the south will vote on whether to secede from Sudan.

Experts warned that serious issues remained in enforcing Wednesday’s decision. For now, the border remains a straight line on a map, and the hard work of cutting across grazing lands and other holdings must begin.

“In principle, the ruling makes both sides relatively happy, but we don’t know what will happen with the implementation,” said Fabienne Hara, a vice president at theInternational Crisis Group.

Until the 2011 referendum on self-determination, Abyei will formally remain a part of northern Sudan, presenting security concerns for ethnic groups loyal to the south. Renewed violence is a possibility. “The U.N. has to step up and demonstrate that they can keep the peace,” said Mr. Thomas-Jensen, the analyst on Sudan.

The United States and the European Union issued a joint statement urging both sides to follow the ruling immediately: “Both parties must use their authority and influence to ensure that the court’s decision is respected and peacefully implemented.”

Juba disputes Sudan’s ownership of Heglig, slams Bashir’s threats


April 19, 2012 (JUBA) – South Sudan sought on Thursday to justify its occupation of Heglig, accusing Khartoum of misrepresenting an international arbitration ruling that placed the oil-producing area outside of Abyei contested region.

Sudan and South Sudan are fighting a war around Heglig which was occupied by the southern army (SPLA) last week. The fighting has spilled over to other areas in the poorly defined borders between the recently-separated countries.

The standoff over Heglig, which contains oilfields producing almost half of Sudan’s daily output of 115,000 barrels, resulted from the failure of both sides to agree a number of issues including border demarcation, citizenship and oil exports.

A 2008 ruling by the Permanent Court of Arbitration (PCA), seated in the Hague, placed Heglig outside the boundaries of the hotly-contested region of Abyei.

Marial claimed that the Khartoum made a failed attempt to annex Panthou to South Kordofan back when oil was discovered in the area in 1970’s, during the reign of former Sudanese president Jaffar Nimiryi, but later succeeded to do so in 2004.

“It is a known fact with documentary evidence that the same claim was made in 2004 when [Sudan’s current presidential assistant] Nafie Ali Nafie sent a council of ministers resolution number 25 dated June 14, 2004, to Joseph Monytuil who was a governor of Unity State at the time informing of the council’s decision transferring Heglig to western Kordofan. We have this document with us today”, Marial told journalists as he displayed the document written in Arabic.

According to Marial, Khartoum’s intention was “to tell the world that the oil was actually found within the northern territories but turned out later to be in the south”.

The South Sudanese official condemned attempt to show his country in the bad light of being the aggressor, stressing that the SPLA was only reacting to attacks by the Sudanese army on Unity State.

Marial maintained Juba’s position that that the SPLA has not left South Sudanese territory as Heglig is one of the many demarcated areas of the 1,800 km border.

The minister claimed that Sudan’s long reluctance to demarcate the border explains the source of the ongoing tension and that international community should intervene to demarcate the border between the two sides.

He further dismissed war rhetoric of Sudan’s president Al-Bashir who threatened on Wednesday to invade South Sudan to free its people from the ruling Sudan People’s Liberation Movement (SPLM) in Juba.

“We are not surprised. This is not the first time we are hearing such remarks coming out from the Sudanese regime. They have called us all names including being infidels before” he said.

Marial likened Al-Bashir’s statements to those of the late Libyan leader Muammar Al-Gaddafi who called Libyan citizens “rats” when they rebelled against him.

However, the minister Marial stressed that his country is “not at war” with Sudan and that they are still considering it as “friendly nation”.

JUBA, South Sudan (AP) – The Arab League said Thursday it would hold an emergency meeting over the increasing violence between Sudan and South Sudan. The south reported new skirmishes even as Sudan’s president increased his threats of war toward the south.

Sudan President Omar al-Bashir said the recent violence has “revived the spirit of jihad” in Sudan. South Sudan said it had repulsed four attacks from Sudan over a 24-hour period as fighting on the border showed no signs of slowing.

Acting on a request by Sudan, the Arab League scheduled an emergency meeting of foreign ministers in Cairo next week to discuss the violence, Deputy Arab League Secretary-General Ahmed bin Helli said. The league earlier called on South Sudan to withdraw from the oil-rich Heglig area that southern troops invaded and took over last week.

Despite the threats from Sudan, a southern government spokesman said South Sudan was only defending its territory and considers Sudan a “friendly nation.”

South Sudan military spokesman Col. Philip Aguer said three of the attacks were on Wednesday and one was on Thursday. He did not give a death toll.

South Sudan broke away from Sudan last year after a self-determination vote for independence. That vote was guaranteed in a mediated end to decades of civil war between the two sides. But the sides never fully agreed where their shared border lay, nor did they reach agreement on how to share oil wealth that is pumped from the border region.

Instead, the two countries have seen a sharp increase in violence in recent weeks, especially around the oil-producing town of Heglig. Both sides claim Heglig as their own. It lies in a region where the border was never clearly defined.

Aguer said southern troops repulsed one attack by Sudanese troops near Heglig on Wednesday and two attacks in Northern Bahr el Ghazal state. One was repulsed in Western Bahr el Ghazal state early Thursday, he said.

Sudan President Omar al-Bashir on Wednesday threatened to topple the South Sudan government after accusing the south of trying to take down his Khartoum-based government.

Al-Bashir continued his hardline rhetoric on Thursday in an address to a “popular defense” brigade headed to the Heglig area. The ceremony was held in al-Obeid, in northern Kordofan.

“Sudan will cut off the hand that harms it,” said al-Bashir, a career army officer who fought against the southern army, the Sudan People’s Liberation Army, during the 1983-2005 civil war. Al-Bashir seized power in a 1989 military coup.

The capture of Heglig by the South Sudanese “has revived the spirit of jihad and martyrdom among the Sudanese people,” he told the brigade’s 2,300 men, according to the official Sudan News Agency.

In Khartoum, the pro-government Sudanese Media Center said late Wednesday that fighting broke out between the two nations in the Al-Meram area in South Kordofan, with northern troops driving away what it called “remaining elements” of the SPLA. It said northern troops chased away SPLA fighters who fled across the border into South Sudan.

It said the fighting left an unspecified number of dead and wounded among the SPLA forces but gave no precise figures.

South Sudan government spokesman Barnaba Marial Benjamin said South Sudan does not consider itself at war with Sudan, but he said the south is defending territory it believes it owns based on borders outlined in 1956 by British colonialists.

“Up to now we have not crossed even an inch into Sudan,” Benjamin said. He added: “The Republic of South Sudan considers the Republic of Sudan to be a neighbor and a friendly nation.”

Benjamin said that southern forces would withdraw from Heglig if the African Unionguarantees a cessation of hostilities, an agreement on border demarcation, and the withdrawal of Sudanese forces from the nearby border region of Abyei, with Ethiopian troops moving in as peacekeepers.

Benjamin said that al-Bashir is carrying out “genocide” against Sudanese people in the Darfur, South Kordofan and Blue Nile regions of Sudan. He said al-Bashir’s words Wednesday were a warning that he would like to do the same in South Sudan.

“Can they quote one war fought by the Republic of Sudan fought with any foreign country? They have always used their military artillery to kill the innocent people of Sudan as well as South Sudan,” Benjamin said.

The International Crisis Group said in a new analysis on Thursday that Sudan and South Sudan are “teetering on the brink of all-out war from which neither would benefit.” It said an immediate cease-fire is needed, then solutions to the unresolved post-referendum issues.

“Increasingly angry rhetoric, support for each other’s rebels, poor command and control, and brinkmanship, risk escalating limited and contained conflict into a full-scale confrontation,” the group said. “Diplomatic pressure to cease hostilities and return to negotiations must be exerted on both governments by the region and the United Nations Security Council, as well as such partners as the U.S., China and key Gulf states.”

The U.S. played a large role in brokering the 2005 peace accord between the two sides. China is a big player in the two countries’ oil industry.

KHARTOUM/JUBA — Sudan’s President Omar Hassan al-Bashir all but declared war against his newly independent neighbour on Thursday, vowing to teach South Sudan a “final lesson by force” after it occupied a disputed oil field.

South Sudan accused Bashir of planning “genocide” and said it would fight to protect its people.

Mounting violence since Sudan split into two countries last year has raised the prospect of two sovereign African states waging war against each other openly for the first time since Ethiopia fought newly-independent Eritrea in 1998-2000.

Both are poor countries — South Sudan is one of the poorest in the world — and the dispute between them has already halted nearly all the oil production that underpins both economies.

Appearing in a medal-spangled military uniform at a large rally, Bashir danced side-to-side, waved his walking stick in the air and made blistering threats against the leadership of the South, which seceded last year after decades of civil war.

“These people don’t understand, and we will give them the final lesson by force,” the burly military ruler told the rally in El-Obeid, capital of the North Kordofan state. “We will not give them an inch of our country, and whoever extends his hand on Sudan, we will cut it off.”

China, a major investor in the oil industry in both countries, expressed “serious concern” about the increase of tensions and called on both sides to stop fighting, “maintain calm and exercise maximum restraint”.

UN Secretary-General Ban Ki-moon said South Sudan’s seizure of the oil field was an “illegal act” and called on both countries to stop fighting.

South Sudan separated from the rest of Sudan with Bashir’s blessing last July under the terms of a 2005 peace deal. But since then violence has steadily escalated, fuelled by territorial disputes, ethnic animosity and quarrels over oil.

Last week, South Sudan seized Heglig, a disputed oilfield near the border between the two countries, claiming it as its rightful territory and saying it would only withdraw if the United Nations deployed a neutral force there.

Sudan’s armed forces spokesman Al-Sawarmi Khalid said by phone the army was now fighting “inside Heglig.”

South Sudan’s army (SPLA) said it had repulsed a large attack on Heglig on Wednesday evening, stopping Sudan’s forces about 28 kilometres from the territory.

“The SPLA maintained its position,” spokesman Philip Aguer said. He also accused Sudan of launching another attack in the border regions of South Sudan’s Western Bahr al-Ghazal state.

In a sign of the conflict widening, the Justice and Equality Movement (JEM) — considered the most militarily potent of the rebel factions in Sudan’s western Darfur region — claimed it had launched an assault on the al-Kharsana oil region near Heglig.

“We are surrounding the Sudanese army in the main military base in al-Kharsana,” JEM spokesman Gibreel Adam Bilal said by phone. Heglig is hundreds of kilometres away from JEM’s bases in Darfur but the group has fought in the Kordofan region in the past.

The Sudanese army spokesman, Khalid, denied JEM’s statement, saying there was no fighting in the al-Kharsana area.

Limited access for independent journalists to Sudan’s remote conflict zones makes it difficult to confirm the often contradictory claims issued by all sides.

African states have often waged war on each other’s territory, but it is extremely rare for them to talk openly of fighting against government forces of sovereign neighbours.

Bashir’s address to the rally on Thursday followed a fiery speech to party supporters on Wednesday, when he vowed to “liberate” South Sudan from its ruling party, which he repeatedly referred to as “insects”, in a play on its Arabic name.

South Sudan’s Information Minister Barnaba Marial Benjamin responded on Thursday with outrage.

“Mr. President, we are no insects and if you are launching your genocide activities to the Republic of South Sudan to kill the people of South Sudan . . . we can assure you we will protect the lives of our citizens.”

However, he also said South Sudan was willing to resume talks immediately on all outstanding issues.

“The Republic of South Sudan is not in a state of war, nor is it interested in war with Sudan,” he said.

In both speeches, Bashir vowed to retake the Heglig oilfield, which he said was part of Sudan’s Kordofan region. But he also said that alone would not end the conflict.

“Heglig is not the end, but the beginning,” he said in Thursday’s speech.

Global powers have voiced alarm at the escalation of violence and urged the two to stop fighting and return to talks.

“China has worked hard to ameliorate the problems between the two Sudans, and we will continue to work with the international community at mediation efforts,” Foreign Ministry spokesman Liu Weimin told a daily news briefing in Beijing.

Some 2 million people died in Sudan’s civil war, fought for all but a few years from 1955 to 2005 over disputes of ideology, ethnicity and religion.

The countries remain at odds over issues including the border, how much the landlocked South should pay to transport its oil through Sudan and the division of national debt.

Both countries accuse each other of waging proxy war through militia operating on each other’s territory.

Sudan’s military — with an air force, tanks and artillery — is far better equipped than the former guerrilla fighters who make up the South Sudan army. In addition to the civil war in the south, Sudan has also fought long-simmering rebellions in Darfur and its South Kordofan and Blue Nile border states.

Bashir is wanted by the International Criminal Court in the Hague for alleged war crimes in connection with the Darfur conflict, charges he rejects as political.

The south has tens of thousands of fighters under arms, with decades of experience in guerrilla conflict.
