In South Sudan some people want to steal the history and for that reason, they are mixing up the names of martyrs with names of heroes, these spectators who contributed nothing during the war don’t want to make clear distinction between these two categories of the elites, so that they get a chance to fix their names in-betweens the unclear history

Commission of Inquiry on South Sudan

PRESS STATEMENT

The African Union Commission of Inquiry on South Sudan (AUCISS), led by H.E. Chairperson, Chief Olusegun Obasanjo, former President of the Federal Republic of Nigeria, on Sunday, 20 July 2014 in continuation of the fact finding work which African Head of State and Government tasked the Commission to carry out as a means of reaching sustained peace and stability in South Sudan.

The visit is the third by the Commission to South Sudan and the second to be led by the Chairperson of the Commission of Inquiry on South Sudan. During the first visit, the of Inquiry on South Sudan had the opportunity to meet with the President of the Republic of South Sudan, H.E. General Salva Kiir Mayaardit as well as a segment of the society; while during the same period, the Commission was able to meet the opposition leader, Dr Riak Machar in Nasir. As part of the Commission’s engagement, it also met with the Group of 11 politicians that were accused of planning a coup d’état. The Commission of Inquiry had the opportunity of visiting the affected states of Upper Nile, Unity and Jonglei, where it had the first hand experience of the events that took place in these states.

The Commission of Inquiry on South Sudan is again in Juba to continue its fact finding mission and had the opportunity of meeting again with H.E. General Salva Kiir Mayardit and other very senior Cabinet Ministers including senior members of the SPLA, Police and the Intelligence services. This exercise is intended to offer more in-depth attempt at understanding and establishing the facts as it pertains to the events of December 15 and beyond.

It is equally important to point out that current exercise will not be restricted to Juba, its environ and to government circle, but also include wide engagement with the other states of the Republic and segments of the society including the academia, political parties, media, youth and faith based organizations. In this regard, the Commission engaged and held useful discussions with the Ministers of Defence, Internal Affairs and Cabinet Affairs, where different dimensions of the current situation were explored in a frank and open manner. The Commission of Inquiry also had the opportunity of meeting with the Governor of Central Equatoria who also gave another dimension to the on-going situation.

The Commission met with the Chief of General Staff of the Armed Forces as well as the Commander of the Presidential Guards. The Commander of the Presidential Guards invited the Commission on a tour of the Unit’s cantonment which threw light into the on-going narrative of the current situation in the country. Other key individual that was met was the Director-General for National Intelligence and Security who also gave useful explanations as to the events that unfolded and are still unfolding in the country.

Commission of Inquiry on South Sudan met and consulted with the IGAD Mediators, Amb Mesfin Seyoum and General Simbeyou his team during which useful information was exchanged between the parallel processes. The Commission also had useful discussions with the IGAD Verification and Monitoring Team.

The Commission of Inquiry on South Sudan will extend the scope of the current activities to the other States of the Republic that were not affected by current conflict in order to obtain first hand, their impression of the situation in the country and what in their opinion may be the way forward for the nation.

The civil society including women’s group, the private sector, academia and the media were also consulted here in Juba and this engagement will still continue in the other states of the Republic.

The Commission of Inquiry on South Sudan further intends to commence its investigative work to enable it ascertain or otherwise the facts already obtained in order to come to relevant conclusions for transmission to the Peace and Security Council.

The African Union Commission of Inquiry on South Sudan seizes this opportunity to once again, express its appreciation to H.E. General Salva Kiir Mayardit, the cabinet and other government officials, including the good people of South Sudan who have all given their time to engage faithfully with the Commission.

SPLA REINFORCEMENT ARRIVED IN NASIR

The Constitutional army of the Republic of South Sudan, the SPLA, sent a reinforcement to Nasir after the rebels of warlord Riek Machar violated the Cessation of Hostilities signed in Addis Ababa on January, 23rd, 2014. The international community was shocked on July, 20, when the rebels of Riek Machar attacked Nasir town while the IGAD forces were being deployed to eight points as agreed by the Government and the rebels in Addis Ababa on May, 9 and June, 10 agreements.
 
The SPLA Chief of General Staff, Gen. Paul Malong Awan and the Deputy Chief of General Staff, Lt. Gen. James Ajongo Mawut, flew to Malakal on Wednesday to oversee the deployment of new forces to Nasir. Before their departure for Nasir, Gen. Paul Malong Awan explained to the SPLA forces that their job in Nasir is self-defense and urged them to respect the Cessation of Hostilities signed between the Government and the rebels in Addis Ababa. Gen. Malong seriously advised them to only exercise the right of self-defense if under attack from the rebels and no SPLA force should launch any offensive against the rebels as per the agreements signed in Addis Ababa to cease all the hostilities.
 
After finishing the briefing from the Chief of General Staff, 1,200 SPLA forces were transported to Nasir on Thursday by three cargo planes, four transport helicopters and one helicopter gunship. The new SPLA forces were warmly welcomed by the Chiefs loyal to the Government. The Paramount Chief of Nasir County congratulated the commander of SPLA forces in Nasir, Brig. Gen. Peter Wiyual Khor for treating well the civilians.

SPLA CHIEF OF GENERAL STAFF SPENT NIGHT IN NASIR

The SPLA Chief of General Staff, Gen. Paul Malong Awan, flew to Nasir on Friday to boost the morale of the SPLA soldiers. The SPLA soldiers danced and sang the songs of the liberation struggle when Gen. Malong stepped out of helicopter. Gen. Malong himself started singing the song of Tiger Battalion in Nuer language saying “Nasir shall be liberated”. The song was composed in Nuer language by late Captain Tut of Tiger Battalion in 1983. Unfortunately, Captain Tut was killed by the forces of Riek Machar in Nasir in 1992 because he was protecting Muolana Manyuon and Commander Kim Aluong from being killed after Riek Machar gave orders for their executions.

Gen. Paul Malong and the Deputy Chief of General Staff, Lt. Gen. James Ajongo Mawut, flew to Malakal on Saturday morning after spending the night in Nasir town with SPLA forces. The Chief of Staff met with all the SPLA officers to sensitize them about the Cessation of Hostilities signed on January, 23rd. Gen. Paul Malong Awan explained to the SPLA forces that their job in Nasir is self-defense and urged them to respect the Cessation of Hostilities signed between the Government and the rebels in Addis Ababa. Gen. No strongest and biggest animal in this universe
No weakest and smallest animal in this universe
Only brave animal in this universe
Only coward animal in this universe
Hands, leg, teeth, fangs, stings and poison were
First creation for fighting and self- defense

This widened a gap between the strong big animals
and the weak small animals.
The strength of the weak was in blood and heart
Bullet, blades, tip, shell, clubs, and stick were
Second creation to bridge the gap between them

No more strength no more weakness
Only cowardice and courage now
This second creation changed the laws of universe
From respect or fear the king of men or jungle and beasts
To a new doctrine of:

‘’Through an eye of creator see yourself as a lion
Through an eye of humiliation see lion as a worm’’
Never answer provocation, threat, conquest, occupation,
or aggression by girl friendly/ smile or cowardly joke

Although l am neither amongst the biggest nor strongest
Animals in this jungle, I can assure all of you
From man to leopard, elephant to lion that
If Mount Everest provoke me,
And I think upon it, and I decide upon it
And I pass a resolution upon it
At 12 o’clock midday
It rubble can’t be seen
At 6 o’clock in the evening.
