CEPO fact sheet on the power sharing arrangement

Tuesday, May 22, 2018 (PW) — CEPO is urging South Sudan parties to take the opportunity seriously and get engage in making compromises for peace. The citizens of South Sudan want peace urgently without any delay or dragging of feet. The table proposal of IGAD should offer a chance of making the parties drawing resolutions on sorting out the outstanding issues on Governance. Mr. Edmund Yakani, Executive Director of CEPO, says negotiating peace is not always based on the win-loss approach but it is based on win-win approach. Therefore, South Sudan parties should take responsibility for losing and winning for peace. Peace has a price that always any party in peace mediation can face.

The Community Empowerment for Progress Organization (CEPO) is a non-profit, civil society, South Sudanese organization, registered by the Ministry of Justice on 17th November 2010. The organization was initially formed in Khartoum in 1999 and consisted of mostly University students, but its scope broadened after it was established in Juba, Southern Sudan as a separate entity. Presently, CEPO is engaged in the areas of Peace and conflict mitigation, human rights, rule of law, livelihood, governance and democratic transformation. MR. EDMUND YAKANI BERIZILIOUS is the Executive Director of CEPO.

Tuesday, May 22, 2018 (PW) — The Council of Ministers of IGAD recalls the Communique of its 61st Extraordinary Session held in Addis Ababa on 26 March 2018, whereby it decided to take the necessary measures against violators of the Cessation of Hostilities, Protection of Civilians, and Humanitarian Access Agreement (COHA) signed on 21 December 2017, to halt the conflict in South Sudan.

In this regard, CTSAMM and JMEC have submitted reports concerning the repeated and serious violations of COHA, which calls for urgent and appropriate action against the perpetrators.

Therefore, the Chairperson of the Council has decided to convene an extraordinary session of the Council of Ministers to consider the punitive measures that should be taken against violators of the COHA. Furthermore, the Council will consider two more items namely:- the Report of the Chairperson on the shuttle diplomacy undertaken to the Parties in South Sudan in accordance with its Communique of 26 March 2018, as well as the Report of the IGAD Special Envoy to South Sudan.

Tuesday, May 22, 2018 (PW) — Having read and digested the current proposals by IGAD which it called a “New Proposal” on Power Sharing and Security Arrangements, the free citizens of South Sudan all over the world made a collective choking sigh of disillusionment and despair.

IGAD (and Eastern and Central Africa in general) has been governed by some of the most useless and wickedest dictators in post-independence Africa. The region was governed by Idi Amin Dada (Uganda), Mobutu Sese Seko (Zaire), Jean Bedel Bukasa (Central Africa), and now Umar Al-Bashir (Sudan), to mention but the worst of the worst.

It has also experienced some of the most atrocious human rights violations in the sub-continent. Events like the Rwanda genocide, the confirmed cannibalism and extrajudicial killings by erratic and idiosyncratic presidents like Idi Amin Dada and self-proclaimed “Emperor” Bukasa, and the Darfur genocide, all remain freshly imprinted in the memories of contemporary leaders of Eastern and Central Africa. Tuesday, May 22, 2018 (PW) — The year 2018 must be marked as a great year for our continent, Mama Africa. Although South Sudan is unprecedentedly burning from mismanagement, from civil war and from grinding economic crisis all from lack of leadership, a good part of our African population received the cool breeze of the New Year 2018. In the early months of the year, a wave of soft current gently touched some of our continent’s people.

This may hopefully reach her interior as the cool wave of change may extend to South Sudan, especially if the international community in the form of Troika, IGAD and South Sudanese sitting at the Revitalization High Level Forum Talks were to stand with the people of South Sudan instead of standing with the leader who failed his country. The cool wave slowly swept from the Southern frontiers, moving from Zimbabwe to South Africa and eastwards to Ethiopia in the horn of Africa. The wave is described to be soft because it didn’t carry with it the blood-letting ideology of the Arab spring that hit the northern frontiers. That bloody ideology came through popular uprisings against North African despotic rulers of the modern era. (more…)
